I am pretty sure this is the correct ID but will wait for confirmation before I move it to:
"Panorpa nuptiallis".

I am really unsure as to gender but will guess it is a female since I did not see the abdomen curl up even though I watched it for maybe 15 minutes, lol.

Yes, I believe that is a P. nuptialis--one that is distinctive, and it is a female. Nice shots.
