unknown syrphid??

I know the light is WAY too low, and the picture is grainy and not clearly focused, but it's the only shot I have of this fellow, and it doesn't match any of the other syrphids I've shot so far. It's MUCH tinier, and the wings don't quite look right. Is it even a syrphid?
(I'll frass it after I get a little bit of ID work done on it!)

No,
Not a syrphid but a acalyptratae fly in the family Agromyzidae, the so called leaf miner flies!

They're easily confused with frit flies.
I do it all the time. (Frit flies are the more common here, and I'd expect where you are, too.)
