best picture i got. These guys were very fast runners and very tiny. I found their cocoons on a leaf

Scelionidae
This seems like a Scelionid wasp, though it could also be Platygastridae (if there is absolutely NO wing venation at all). They are sister taxa anyway and both are parasitoids of insect eggs.
