Size: 2 or 3 mm (see remarks)
A little more about the climate/location. The elevation here is 3800 feet (about 1155 meters), the typical temperature is between 55 and 75 F (about 13 to 24 C). It is fairly humid. We are about 19 degrees north of the equator. This bug was on a leaf of a 'bird of paradise' plant in my yard, which also contains a lime tree and a tangerine tree and various other plants and flowers. Actual location: near Xico, state of Veracruz, Mexico. (I realize this forum is for USA and Canada only, but this might exist in parts of Southern USA, and all my efforts to ID it have failed, so I'm hoping someone here might be willing to help).

Size: 2 or 3 mm, my thumbnail on right side of photo gives sense of scale.

Thanks John. Several people thought it might me some mealybug or maybe mealy bug destroyer. I looked at photos of both and they are similar to this guy, but not the same. So I think, unless someone comes up with something better, that I'll take the point of view that it is some kind of mealybug, with the specifics yet to be determined.
