Yes, this is Hydrochara. Not that many species to choose from in Kansas but they all look like that. Species ID likely not possible from photos alone in this case.

Question
Could you take a look at the Gonasida darkling beetle I posted earlier and see if you know the species? It's been bugging me (no pun intended) for a year now
