Is this a member of the Crane Fly family?

This is an adult female horse fly, family Tabanidae, either Tabanus or Hybomitra. Hope she missed your blood vessels!

I'm not sure if it is the case here, but there is an article discussing determining sex in insects. It mentions the eyes for many types of flies.
