Flea beetle
looks like a flea beetle (Alticinae) to me (those big fat hind femora can be pretty distinctive). Which genus I don't know, although you might want to try this key: http://www.sel.barc.usda.gov/Coleoptera/fleabeetles/toc.htm

for pointing me to the key. Due to poor image quality and my lack of understanding, I was unable to choose reliably in the key couplets and got lost. Nor were the images helpful in the generic descriptions.
