I agree with C. marginatus -
Art Evans ((1)) points out that the two spp., pennsylvanicus and marginatus are similar, but the latter is active during spring and early summer, the former during late summer and fall. Also, marginatus' pronotum is longer than wide, whereas in pennsylvanicus that structure is wider than long. Markings on the pronotum also differ, with marginatus having a long, wide, dark band, pennsylvanicus has a variously sized spot. These differences are also explained on the INFO pages for the two species, and are quite obvious in the photos.

Not an expert
But you certainly have my vote. I tried to make it into something else (g-rod which I have seen before), but I wasn't able. First in Delaware!

Thanks for the vote. Whats a g-rod? I may be the only one in Delaware :).
I have seen couple of images by people from other states who were on vacation in DE and happen to take some photos :).

 
Lazy typing
Just my lazy typing - obviously didn't save me anything :-)
The guide page for Margined Leatherwing mentions that a near look-alike is Goldenrod Soldier Beetle (Chauliognathus pennsylvanicus), g-rod.
We make it down once in a while to go to Cape Henlopen or Dogfish Head.
