Tibicen canicularis ?
It is an arduous task going through each taxon and trying to sort many of the images.

Several of the taxa are very similar and often images are difficult to assign.

Gerry and I both are inclined towards Tibicen canicularis as the most likely id.

1) Pruinosity
2) Coloration
3) Some of the basic morphological features are more suggestive of canicularis

The angled bend in the leading edge of the forewing is somewhat obscured by the leaf edge, but you can see that the crossvein at that point is much closer to the base of the wing than to the wing tip.
