I know it's not an insect. It's not a slug (I'm pretty sure), but what is it? Any ideas?

I love this place
Thanks, John!! I knew this was the right place to ask even though this wasn't an insect (well, actually, it turns out I'm even more ignorant than I thought and it IS an insect!)

Are scales specific to the species of plants they parasitize? If I'd peeled it off the stem, would I have seen the insect(s) underneath?

Whitefly or psyllid nymph?
Just to caution that there are some psyllid and whitefly nymphs (and pseudopupae) that strongly resemble scale insects.
