I'm gonna say subfamily Paederinae, maybe even the genus Rugilus. I've put off ID'ing this for so long because there were so many possibilities and I didn't know what to look for.

I have no Earthly idea
I don't think it's Cafius though. No specimen I've been able to find of a Cafius has heavily punctate head and pronotum, for the most part they are sparsely punctate to smooth. The descriptions of the California species that I've read also don't make any mention of having different-colored elytra. They're described as uniformly colored.

i think maybe a species in the genus Cafius (Staphylininae: Staphilinini: Philonthina). the genus is strictly intertidal, larvae can be found with the adults, amongst decaying seaweed etc. presumably feeding on fly larvae. they will readily fly when collecting them.

 
Habitat is right
Upon further investigation it does appear to be similar to the ones Jim posted
