Probably a species of Allantus.
I'm strongly suspecting a species of Allantus, maybe even the "curled rose sawfly," A. cinctus, but placing on genus page for now.

I think I have Allantus cinctus
I'll be posting it soon, and have been reading up on it. From all info I've seen so far, the head is described as yellowish or orangish. So I would say this is not it. The ones I have do curl up just like this, though.
