Moved from Enchenopa. Sorry for the confusion. We meant that ours were Enchenopa, not yours. We moved this back to scales.

Do you have a more distant shot of the plant?
It may help the experts to know what plant species this was on. We see something similar on our viburnums and wafer ash here in Chicago. They are the agg cases of Enchenopa.
