Uncertain as to the ID. I belive it is E. tristis or E. sapphirinius.

Eulonchus tristis
These are really nice looking flies. The brown femurs rule out the possibility of sapphirinus (the legs aren't yellow enough). I've collected these at Rhododendrons in Oregon.
