Neobarrettia spinosa ♀
This is definitely Neobarrettia spinosa (Caudell, 1907). There are only two species of Neobarrettia that occur in the US and they are easily distinguished from one another by the colour of the anterior pronotal margin: black in N. spinosa and green in N. victoriae.
