Is this Graphopsocus cruciatus?
All the line crisscrossing the image are spider web lines. They helped keep this insect still while I photographed it. :)

Spider webs?
This webbing is made by the barklice, isn't it?

I just looked this up ... I didn't realize barklice made webs but apparently they do; they can produce silk via labial glands. So yes this may be barklice webbing. Good to know!

Yes you got it IDed correctly. It is Graphopsocus cruciatus; Family Stenopsocidae. Wise use of spider webs. Considering the number of photos of this species it seems to do quite well on the west coast. I am sad I did not find any when I was in San Diego County this fall.
