I believe that this is a caddisfly, but I have no idea what kind.

Ironoquia
The time of year, size and the shape and coloration of the wing suggest genus Ironoquia, the Eastern box-winged sedge. Only two NA caddis families, Limnephilidae and Phryganeidae, have such spiny legs. Ironoquia is in the former. It tends to live in temporary streams or ponds.
