I can't find a match for the colors in my guide. Note the white stigmata. If that bulge on the bottom of the abdomen is real and not a shadow this could be female Sympetrum vicinum except that the stigmata of that species are red.

It's a
teneral, that is probably why the stigmas are white. Looks like it could be S. vicinum female.
