Sawfly cocoon.
Reasonably sure this is an empty sawfly cocoon.

 
Parasitized?
I agree it's a sawfly cocoon, but as for what might have emerged: the ragged, irregular opening shown in these photos is not typical for an emerging sawfly, in my experience, so I suspect an ichneumonid or some other parasitoid is what actually emerged from this cocoon.
