Is this a fly, a bee, or what?

Bald-faced Hornet mimic
We're not experts, but we think it is Spilomyia fusca. We found it in Field Guide to Insects of N.A. by Eric Eaton, p. 299. Also check examples in the Guide under Spilomyia fusca.

I'll be glad
when an expert says what it is. It looks like a fly trying to fake it's a bald-faced hornet. I'm curious.
