This very tiny insect appeared to have either two tails or two ovipositors. I couldn't tell at the time whether it was just a shell of an insect or the insect was still alive, as it appeared very transparent and didn't move. It was there for a few days in the same spot.

This is just a shell a so called exuvia of a Mayfly (Ephemeroptera). These are the only insects which molt after they can fly. IUt is called the subimago, and has often milky wings, it hatches out of the aquatic larvae and flies around for a short time , and sits somewhere (often trees or walls) and sheds its skin again to become an imago, The two long structures at the end are called cerci and are typical for more "primitive" insects. They do not lay eggs with them, they are more a sensory organ.
