Diceroprocta apache (color f. ochroleuca)
There is a pallid reddish-brown form of D. apache found in the northern half of Arizona, s. Utah, s. Nevada and se. California that deviates in color and pattern from populations in s. Arizona.
I strongly suspect due to locality and overall characters that this cicada belongs to the taxon D. apache ("f. ocroleuca").
