The 1994 possible Chironomidae Pupae specimen.

One layer at the fossil site, very fine grain ashy one with excellent preservation ablility, has been fond that occasionally produces these larva.

The environment which this specimen lived in was upland subtropical/temperate, think SE Asia and SE USA combined, subtropical mixed broadleaf forest with a strong coniferous segment

Looks more like the Chironomid pupal lifestage to me.
