found near a creek, crawling around a rotting log. couldn't have been much more than 1cm long.

Capniidae
Eric's cautionary comment is a good one: the appearance of teneral insects can be very deceptive, especially when color/markings are used to try to make an ID. The season and the general appearance (especially the visible tails) would seem to rule out everything but Capniidae.
