Winter midge?

Size: 1.5-2cm
I saw these little flies flitting around just above the ground in the middle of winter. The temperature that day was pretty mild - hovering around 0 degrees C. I've never encountered a bug in the middle of winter so any help I can get figuring it out would be really helpful.
