Mysterious Water Bug

I found this little create on the bank of a pond. It is larva-like and made its own shell out of sand. The shell is more like a pocket than a snail's shell. The picture is not of the best quality; the head and top of the body is peaking out on the right side. I hope I gave out enough detail. If there are any further questions, feel free to ask. Again, I know the pictures are bad, but bear with me.

Caddisfly
Possibly Uenoidae. Maybe Molannidae. The cases look fairly different between these two families. Molannid cases tend to have a 'hood' of sand grains covering the opening. Uenoids usually incorporate larger gravel along the sides of the case.
