Unfortunately only have one photo of this guy. Is it also a Philanthus?

Here a a number of photos of Philanthus from not that far south of your location.
The characteristic that seems missing in this photo is the greenish eye with a pseudopupil, but that might just be because of different light.

Yes.
This is a female Philanthus, almost certainly P. gibbosus. Very nice shot:-)
