I'm almost positive this is a female Pteromalid wasp, but as usual a second opinion would be nice :^).

Yes - Pteromalidae
A nice female of this large family. The two so-called "annelli" (two very small segments between pedicellus and main part of the flagellum of the antenna) are the hallmark for most (but not all) Pteromalid Wasps.
