This is a scirtid ("marsh") beetle, but I don't have enough details or material at hand to determine it to genus. My guess is
Cyphon
, but it's hard to say for sure. Several genera have greatly swollen hind femora, similar to the alticine chrysomelids- I'm guessing this does, but...
