Hydroisotoma schaefferi
I changed my mind... The olive green colour and cover of short smooth setae excludes Desoria... Agrenia or Hydroisotoma is more like it.
Since you have found H. schaefferi from the same location in the past, I vote for H. schaefferi.

Hydroisotoma schaefferi?
I found this on the snow one along the driveway bordered by woods, and not on or near water like most of the H. schaefferi I've found. It's bigger, and the legs are the same color as the body instead of yellowish.

I see.
Try to find some specimens and this time take a shot with a dark background. Then we can see the distribution of the macrosetae on the body.

Not Isotoma...
given the abscence of macrochaetae on the body segments.
The abscence of macrochaetae at the terminal body segments also rule out Isotomurus.
For the time being: Desoria sp.
