Xylophagidae?
This strongly reminds me of the Xylophagidae, in particular the subfamily Coenomyiinae. However, there are many more Nearctic representatives in this Family than there are West Palaearctic, so I cannot be entirely certain.

Coenomyia?
having seen to recent queries on European forums with Coenomyia ferruginea I think this one looks awfully like it. So, possible genus Coenomyia.
