Size: ~2-3mm
Another tiny wasp on the lip of a large flower pot in our garden. Looks like there are 2 sets of wings, so I assume it is Hymenoptera & not Diptera. (live oak/chaparral habitat).

One set of wings - a black fungus gnat.
