The wing venation (recurved R2+3, crossvein between R2+3 and R4) is distinctive for Lordotus and Geminaria. Geminaria has a medial, tomentose indentation in the scutellum, which this fly does not.

not sure what genus, but the crossvein between R2+3 and R4 will help in identifying it.
