Size: 1/2 in. long
Found on vegetation near our daughter's apartment. It's not the greatest photo, but can anyone ID it?

Not Pseudomalus.
This is in the genus Chrysis most likely. At that size, and if the wings are truly dark, it may be Chrysis angolensis, a species that came from the Old World in mud dauber nests on ships.
