Size: around 4 mm
I'm guessing it's a Psyliid of some kind, although it also resembles a bark louse.

Compare with these Psyllidae. Not many identified yet.

 
Thanks Tom,
I needed someone to confirm....it has different eyes than a lot of other Psyllids, so I wasn't too sure.
