This was on the ice of a frozen wetland, and unfortunately died before I could photograph it at home.

Phorid
The venation is distinctive for phorids.

Phoridae?
I'm thinking this is a phorid, but will be very curious to see what one of our dipterists thinks:-) Nice image.
