Size: about 4 mm
This is similar to a group I saw feeding on cactus the following year, but this one was just crawling all over the disk of a coneflower.

Traxus fulvus
The shape of the head is characteristic of this species, which is known (in the wild) only from Brownsville, TX. Presumably it was imported to the botanic garden along with its host (cactus?).
