Is there only one option for a chrysomelid eating waterlily leaves (actually water shield, Brasenia schreberi)?
Also, I'm not sure if those are eggs of this species or something unrelated--I'm used to chrysomelid eggs being elongate and yellow...

Looks like nympheae
so I think it is. The eggs may belong to it - note they are old (hatched already?).

 
Eggs
I saw many egg clusters of this species today, and they do look just like this.
