mites?
Did you ever get an answer on this? Those look like mites to me, similar to what you see clinging to beetles at times. Bizarre.. I've never seen that on Odonata.
I'm not an expert though. Would be interesting for somebody that knows that sort of thing to chime in.

Mites
In particular, they are probably
Arrenurus
larvae.
