What is this and is it a Centipede or a Millipede?
Also is it poisonous?

Right
You guys are right on, it is a glow-worm (Phengogidae), probably an adult female. With these beetles, the females stay larva-like (called larviform) at maturity while males pupate and molt into more beetle-like insects.
