I think this may be one of the Mosquitoes (Culicidae). Not a midge correct? Can anyone tell more? Female? Maybe Northern House Mosquito (Culex pipiens)?

It is a female.
Looks like a Culex, but what is up with the light scales on the mid tarsus on the left side?
