LOTS of these guys on leaves near a pond. Cool bugs.... whatever they are.

Male midge.
Not surprising there are lots of them: midges pass the larval and pupal stages in water! They can have mass emergences that make the cicadas look tame:-) Thankfully, they do not bite. How did I know this one is a male? Feathery antennae, big claspers on tip of abdomen. Nice image, btw.
