Observed a few of these on Rosa multiflora.

Moved from Common Sawflies.

Tenthredinidae
Dolerinae, Dolerus sp. An early flying species, incidental on rose; larvae feed on grasses.

Not an ID
but it does look a little like Dolerus to me? Tough for me from this angle.

 
Dolerus is indeed an option
A female of the Tenthredinidae family at any rate. Sheats of the saw-like ovipositor are well visible.
