Size: 3-4 mm (size revised)
The tiniest insect I have ever seen. Can it be this species?

It's Conotelus for sure
and C. obscurus is the only one listed for New Hampshire, a bit to the south.

 
size should be 3-4mm
I have similar guys like yours on lotus flower everyday, but size is 3-4 mm. Not sure they are same species or not

I measured lots of them, most of which close to 4 mm, some are 3-3.5mm.
