I think you're right
I have looked for a while and had a lot of trouble finding decent pictures of hairstreaks. I think you are right on you're ID, Cedar Hairstreak, which is also called Rosner's Hairstreak. I am probably about as sure as you are though! I hope somebody else can give you more info.

Thanks Matthew,
I posted it to Yahoo butterfly group and I believe you and I are right; Cedar Hairstreak it is. There are two Leland Cedar hedges in my yard, I wonder if they are the new host plant.
