At this web site the distribution map shows several county records of the Zebra Swallowtail in Wisconsin, Michigan and in Minnesota, a couple not far from Winnebago County; so, it's not to be unexpected, even if it may be uncommon that far north.

Definitely a Zebra Swallowtail
If it didn't emerge as an adult, it got awfully close. You can see the pattern of the wings showing through, which means it was very near to emerging (probably within a day). Over the years, I have had a number of Swallowtails reach this stage and fail to emerge. It seems that they developed, but didn't have the strength to break out when the time came. I've helped a few out, but those never seem to be able to expand their wings.

Zebra Swallowtail (Eurytides marcellus)
That pupa looks similar to that of the Zebra Swallowtail. Normally swallowtail pupae should have a silken girdle around the center. Problem is, Zebra Swallowtails are not a permanent resident in Wisconsin, since pawpaw don't grow here. If confirmed to be a Zebra Swallowtail, it is a good find.

...but I just came across these comments and thought I would post this: PLANTS Profile for Asimina triloba (USDA). Scroll down and look at the distribution map. It is possible that pawpaws exist in Wisconsin.

Thanks for the thought, but I agree, a Zebra Swallowtail seems unlikely. Specimen was kept on a screened porch and I would recall a Zebra Swallowtail emerging--even after 20 years. But then it may have been parasitized...
