Could it be...
Could it be one of the cambium mining species of the Agromyzidae, Phytobia?

Melanagromyza
The metallic green shine and dark bulging lunule suggests Melanagromyza.

Looks right
I found an image on http://collections.ic.gc.ca/biodiversity/family/Agromyzidae.html
and it looks like it.

More or less
The general impression of a small dark fly resembling an agromyzid is indeed correct, that is why I suggested it, but I can recall similar flies as on the original picture from here (in the Netherlands) and they differ from the 'average' agromyzid (as the one you refer to). The difference being that they have broader wings and they keep them slightly apart from each other. From what I can recall they also move somewhat erratic on the leaves, rather than the slow walking that you see in the 'average' agromyzid. But maybe I am confusing a few groups. So I will have a check in the keys when I get home. ;-)
