Moved from "Orthorrhapha" (Brachycera excluding Aschiza and Schizophora).

I have been thinking about this one for awhile, and now based on my interpretation of the wing veins (no M3; CuA1 confluent with cell dm) and antennae (2 segmented 'postpedicel') I am confident enough that this is Bolbomyia to make a page for it
