This was a small wasp (reminds me of a mason wasp I took a picture of last summer but with different markings and different wings). Also the eye is different than I have seen before. I have other pictures from other angles if helpful for ID.

Symmorphus sp.
Pretty certain that this is indeed a mason wasp (Vespidae: Eumeninae) in the genus Symmorphus. They are pretty distinctive, and tiny as most mason wasps go.

 
I was sure...
there was already a Symmorphus in this Guide. As a second, bigger species is now present, it would be a good thing to create a page for this peculiar genus.
