Kept "flitting" its wings as it walked along the ground. Kept trying to crawl under leaves and burrow into the dirt.

Perhaps a Priocnemis.

 
I agree.
Either Priocnemis oregona, or P. notha occidentalis.

 
P. oregona
The teeth on the posterior tibiae look too strong to be anything in Priocnemis (s.s.). Also the date is too early (P. nigripes, P. minorata, and P. oregona are all in the vernal subgenus Priocnemissus).
